Request for Qualifications Marketing and Communications Services Due date: November 1st, 2022 Status: Open / Accepting proposals 1. Background The Community Development Corporation of Brownsville (DBA: cdcb | come dream. come build.) is a private, 501(c) (3) non‐profit community housing development organization. Founded in 1974, cdcb has been providing safe, sanitary affordable housing to the citizens of South Texas, and is now one of the largest non‐profit producers of single‐family housing for homeownership in Texas.
This RFQ is issued solely for information and planning purposes. This document does not commit cdcb | come dream. come build. to contract for any service, supply, or subscription whatsoever. cdcb will not reimburse any information or administrative costs incurred as a result of participation in response to the RFQ. All costs associated with response will solely reside at the responding party’s expense.
In September 2020, Enterprise Community Partners and Wells Fargo named cdcb one of the six winners of the Housing Affordability Breakthrough Challenge, a nationwide competition that began in January 2020 to find the most innovative and scalable solutions to increase housing affordability across the U.S.
cdcb’s winning idea is MiCASiTA, a collaboration between cdcb and buildingcommunityWORKSHOP [bc]. MiCASiTA is an environmentally sustainable, disaster- resilient modular homeownership innovation for families.
2. Objectives of the assignment cdcb is seeking proposals with cost estimates by qualified bilingual (English/Spanish) marketing and communications professionals to help us successfully introduce the MiCASiTA program to residents of the Rio Grande Valley. We are looking for a consultant to help us rebrand and develop core messaging for the program.
3. Scope of Services The scope of services and key deliverables shall consist of the following:
- Review, assessment, and possible rebranding of current MiCASiTA brand o Evaluate current name and come up with alternative options o Create possible new logo o Brand guide
- Develop core messaging. o Program description o Mission and vision statements o Slogans and taglines
4. Required capabilities The successful service provider will have the following:
- Proven experience developing branding or rebranding programs/products/organizations.
- Proven experience developing core messaging. • Portfolio of proven branding, design, and messaging/copywriting experience • Excellent communication skills and fluency in English and Spanish
5. RFQ / Proposal Format Requirements Interested service providers must provide the following information:
- Summary of your company’s experience and brief bios of key staff members who would lead and execute this work
- Overview of previous work developing related work • Work sample portfolio, including logos, brand guides, core messaging and other
- Expected plans to outsource any component(s)of the project • Your pricing mechanism (e.g., fixed bid, estimate, bill by hour) and billing intervals, if
6. Evaluation and Selection Criteria Technical Criteria
cdcb will assess each submission based on compliance with this RFQ, ability to meet the requirements as specified and overall value. The technical response will be evaluated using the following criteria:
A. Technical approach and methodology (30 pts)
B. Expertise and experience/management and staffing (20 pts)
C. Experience/past performance (20 pts)
cdcb may consider other factors in evaluating the proposals.
After the review and scoring of proposals, the evaluation team will select 2-3 final candidates to interview.
Any response received after the delivery date specified, will not be considered without prior written or electronic approval.
Financial Criteria
Following consideration of the technical response, cdcb will conduct a price comparison of all suitable offers. cdcb is not obligated to select the lowest price bidder.
7. Duration and contracting details Contract begins upon execution and is completed in the following 6 months. The consultant will work under the guidance of cdcb at all times. cdcb and the consultant will set a recurring 1-hour meeting on a weekly basis to review updates, progress and issues that arise. All development and preparation work will be completed within 6 months.
