Task description:
The project consists in the establishment and management of a Policy Support Component aiming at building capacities of regional organisations, partner countries (including their line ministries and implementing agencies) in the Middle-East, Asia and the Pacific providing a one-stop-shop to ca. 30 EU Delegations and to policy-makers in the region.
The partner countries are:
- Middle-East: Yemen, Iraq and Iran;
- Asia: Afghanistan, Bangladesh, Bhutan, China, Cambodia, Indonesia, India, Lao PDR, Maldives, Malaysia, Myanmar, Mongolia, Nepal, Pakistan, the Philippines, the Democratic People's Republic of Korea, Thailand, Sri Lanka, Vietnam, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan;
- Pacific: Papua New Guinea, Timor Leste, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, Palau, Niue, Nauru.
Qualifications:
The Team Leader (full time, i.e. minimum 220 working days/year) will be responsible for the professional coordination of the project, the overall fulfilment of all project management tasks, maintain regular contact and direct communication with the Contracting Authority, the quality of the team’s performance and its delivered outputs, and have the following tasks:
- Liaise with the Contracting Authority (DG INTPA-HQ) and EU Delegations, key stakeholders in the region and in Europe, grant projects, and other interested parties;
- Provide guidance to Key Experts and Non-Key Experts on the programme’s strategic developments (incl. alignment with EU SCP-related policies), coordinate their inputs and outputs, advise the Contracting Authority and conceptualise new cooperation opportunities to maximise the impact of the EU intervention in the region providing the ground for enhanced visibility of the EU as key and reliable partners on SCP-related areas;
- Ensure the preparation of all reporting (narrative/financial) requirements, the preparation and submission of all deliverables as defined through activities of the project.
- University degree in environmental science, natural resources management, environmental economics, economics, international relations, political science, or an equivalent relevant professional experience of min. 7 years;
- English C1 level (reading, speaking and writing);
- A B1 level of a language from the region will be considered an advantage.
- 10 years of professional experience in areas related to SCP, circular economy, environmental science, natural resources management, environmental economics.
- At least 4 years of experience in the Middle-East or in Asia or in the Pacific (also in countries of the region not directly eligible) on SCP or circular economy or environmental science or natural resources management or environmental economics;
- At least 2 professional experiences of at least 6 months (each) in the management of international teams of experts on policy areas related to SCP or circular economy or environmental science or natural resources management.
Other information:
The SWITCH-Asia Policy Support Component shall be based in one of the listed partner countries.
